About Us

BFS is a Project Management and Project Controls firm delivering mission-focused

solutions for challenging government programs, projects and operations.

DIFFERENTIATOR

Having worked through multiple DOE Capital Asset Projects, we have become experts with DOE Order 413.3 and Earned Value Management Systems. We have helped both contractors and DOE navigate ICE review, EIR reviews, and EVMS Certifications by applying the principles of EIA 748 Intent Guide and DOE’s EVMS Interpretation Handbook.

BASELINE DEVELOPMENT AND PERFORMANCE MONITORING

Our principals have over 100 years combined experience:

  • Creating Primavera P6 resource loaded baseline and forecast schedules.

  • Preparing and analyzing Variance and other standard EVMS Reports

  • Determining compliance with DOE PM-30 EVMS standards and expectations

We have been the CAM, the scheduler, the estimator, the cost analyst, the Project Control Team Lead, and the Project Controls Manager.

RISK ASSESSMENT AND RISK MANAGEMENT
  • Develop risk registers

  • Develop risk mitigation strategies

  • Determine cost and schedule uncertainties

  • Create probabilistic costs and schedules

  • Determine schedule reserve, management reserve and contingency

INTEGRATED SOFTWARE SYSTEMS

We use an integrated suite EVMS tools to avoid duplication of effort and errors. The key tools we use:

  • Primavera P6 – baseline schedule development, performance tracking, what-if schedule analysis

  • Deltek Cobra – EVMS reporting using schedule performance data from P6 and actual cost data from accounting systems.

  • Primavera Risk Analysis, Safran Risk – probabilistic schedules and cost plans that are back fed into P6 schedules and Cobra to create risk-informed baseline schedules and cost plans.
